We empathize with Bishop Cruz for having been misled by false witnesses.

We are afraid that his innate fairness and impartiality has been taken advantage of by people who have nothing else in mind than to bring down the President.

Nevertheless, the President has been vindicated by the very same person who was earlier persuaded to vilify her and her family.

So, as far as the jueteng allegations are concerned, we can consider them a dead issue.

We have already moved on to the greater and more pressing task of governance.


PRESS RELEASE NO.3: Statement of Secretary Ignacio R. Bunye

This is one of those old destabilization tricks. You will recall that the last one purportedly involving the Y-O-U- has been exposed as a fraud.

Let us not insult the professionalism of the armed forces.

Nonetheless, the AFP is already conducting its own investigation into these allegations.

Reports of pressure and inducements to testify underscore the need for caution toward accusations made without the safeguards of due process.

While Congress and media rightly give attention to testimony they deem important, it is judicial and quasi-judicial processes that are the forums instituted to determine guilt or innocence after full consideration of evidence from all sides.

Evidence of bribery and election offenses can already be filed with relevant constitutional or congressional bodies operating with due process.

Let us give due process its due.


PRESS RELEASE NO.5: Palace assures full support for ARMM poll winners

Malacañang said today that President Gloria Macapagal-Arroyo did not endorse any candidates in today’s elections in the Autonomous Region in Muslim Mindanao (ARMM).

The Palace statement was in reaction to a newspaper report that President Arroyo had engaged in patronage politics by endorsing a candidate of the ruling Lakas-Christian Muslim Democrats in the ARMM polls.

"She (President Arroyo) believes in genuine autonomy founded on the freedom of choice exercised by the people themselves," Press Secretary and Presidential Spokesman Ignacio R. Bunye said.

"Whoever is elected will get the full support of the President and the national government," Bunye added.

The Commission on Elections (Comelec) said a total of 1,160,559 registered voters were expected to troop to 8,213 voting precincts in 2,458 barangays of the 102 towns in the ARMM’s five provinces and one city.

On the eve of the polls, the President herself issued a statement calling on the ARMM electorate to exercise their right to vote, saying "the democratic power of the people lies in freely choosing their leaders."

ARMM is composed of the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi, and Marawi City.

Created in 1990, the ARMM had Zacaria Candao as its first regional governor, followed by former ambassador to Saudi Arabia Lininding Pangandaman, former Moro National Liberation Front (MNLF) chairman Nur Misuari, and outgoing Gov. Parouk Hussin.


PRESS RELEASE NO.6: Cruz misled by false witnesses - Palace

Malacañang said today it empathizes with Archbishop Oscar Cruz for having been misled by false witnesses, claiming his innate fairness and impartiality has been taken advantage of by people "who have nothing else in mind than to bring down the President."

Press Secretary and Presidential Spokesman Ignacio R. Bunye made the statement today in reaction to claims by Cruz that the Palace is bribing and harassing witnesses who had implicated President Gloria Macapagal-Arroyo in election fraud and jueteng payoffs "in a bid to remain in power."

"The President has been vindicated by the very same person who was earlier persuaded to vilify her and her family," Bunye said, referring to jueteng whistleblower Richard Garcia who had turned around and exposed opposition ploys to implicate the President and the First Family to the illegal numbers game.

He said Malacañang considers the jueteng allegations as a dead issue.

"We have already moved on to the greater and more pressing task of governance," he said.

Cabinet Secretary Ricardo Saludo, on the other hand, said claims of pressure and inducements to testify underscore the need for caution towards accusations made without the safeguards of due process.

PRESS RELEASE NO.7: RP bags top APEC-ADOC Award

The Philippines bagged the top prize in the 2005 Asia-Pacific Economic Cooperation (APEC) Asia-Pacific Digital Opportunity Center (ADOC) Award through the Bureau of Internal Revenue’s (BIR) Electronic Filing & Payment System (eFPS).

Six countries -- Chile, Indonesia, Papua New Guinea, Peru, Vietnam and the Philippines – participated in the ADOC-sponsored competition hosted by Chinese-Taipei on Aug. 2-5.

Presidential Assistant for Central Luzon Renato Diaz and BIR Deputy Commissioner Lilia Guillermo made the announcement during a press briefing this afternoon in Malacañang.

"Chinese-Taipei, a member of APEC, has initiated a program to transform digital device, those who do not access to IT and those who have transformed it into an opportunity for e-commerce, e-government, e-readiness and the Philippines is one of those countries," Diaz said.

ADOC called each economy or country to submit 10 entries, or a total of 53 entries on various e-projects. The Philippines came out the grand champion, Diaz said.

He pointed out that the award was a major achievement for the Philippines, and jibes with President Gloria Macapagal-Arroyo’s program to make the country a leader in information technology (IT).

Guillermo, who is also Information Systems Group and eFPS project director, said the award proves that the BIR is the leading agency in the implementation of electronic commerce not only in the country, but in the Asia-Pacific region.

"Among the 53 entries from six countries we were Number 1. We were given the honor and prestige of becoming the best among the best of e-services and we are very proud to bring home to our country such an honor," Guillermo said.

She added that the BIR electronic service is a big boost to the agency’s tax collection efforts. The BIR has established e-payment facilities in three government banks, nine commercial banks and the eco-zones.

These are Land Bank of the Philippines (LBP), Philippine National Bank (PNB), Development Bank of the Philippines (DBP), Rizal Commercial Banking Corporation (RCBC), Bank of the Philippine Island (BPI), Banco de Oro (BDO), Security Bank, Union Bank, Metrobank, Equitable PCI, China Bank and Citibank.

Last year, eFPS posted the highest collection of P233.36 billion, or equivalent to 50 percent of BIR’s total collection for 2004.

"At the moment, we have around 12,000 taxpayers who are religiously filing and paying their taxes with us electronically. This involves several hundred thousand tax returns," she added.

Guillermo said that at present, 12,000 taxpayers account for more than 70 percent of the total tax collections of the BIR.

She added that the BIR also earned the coveted Best e-Payment Award during the 1st Philippine e-Government Awards, which highlighted the National eCommerce Congress held at the Hotel Intercontinental in Makati in July 2002.
