PRESS RELEASE NO.4: PGMA leads launching of new Radio Veritas programs

President Gloria Macapagal-Arroyo led the launching today of the new programs of Radio Veritas 846 – Radyo Totoo dubbed as "A Celebration of Truth," as part of the Catholic-run radio station’s commitment to upgrade and improve its public service and provide balanced news to listeners nationwide.

The President unveiled the new corporate logo of Radio Veritas at the Parish Center Social Hall of the Sanctuario De San Antonio at McKinley Road, Barangay Forbes Park in Makati City.

Manila Archbishop Gaudencio B. Rosales, ABC 5 president, and Radio Veritas board chairman Antonio Cojuangco assisted the President in the unveiling ceremony.

Also present were Foreign Affairs Secretary Alberto Romulo, Government Media head Secretary Cerge Remonde, Senators Alfredo Lim and Aquilino Pimentel Jr.; Representative Teodoro Locsin Jr. of the 1st District of Makati; Party List (Bayan Muna) Representatives Satur Ocampo and Crispin Beltran; and Forbes Park barangay chairman Jose Concepcion Jr.

In a statement, Veritas 846 president Rev. Father Anton C. T. Pascual said the new programs have been conceptualized by the Veritas management committee in consultation with the DDB Philippines advertising agency.

"Veritas 846 will have more news and public affairs, public service and evangelization in its programs beginning today, as a commitment to the goals of the Archdiocese of Manila and the Catholic Bishops Conference of the Philippines (CBCP)," Pascual said.

He said the launching coincides with the 40th founding anniversary of Radio Veritas.

Pascual added that the new improved programs of Veritas 846 – Radyo Totoo would air commentaries, focus on interviews with experts and resource persons ,and provide more public service for the poor and needy.

As flagship of the Catholic Media Network of over 40 provincial AM and FM radio stations, Veritas 846 – Radyo Totoo will deliver news developments from the regions soon.

Radio Veritas 846 – Radyo Totoo mission is to deliver to all listeners quality and authentic public service programs, to evangelize all listeners in faith and morals through multi-media social communications, and to sustain the organization by a well-managed, united, and dynamic institution benefiting the employees, program personalities, advertisers, and stakeholders.


PRESS RELEASE NO.5: PGMA confers order of Sikatuna on outgoing Czech Republic envoy

President Gloria Macapagal-Arroyo conferred today the highest distinction a Filipino leader can ever bestow upon a foreign diplomat whose tour of duty in the Philippines has come to an end.

Stanislav Slavicky, Ambassador Extraordinary and Plenipotentiary of the Czech Republic, received from the President the Order of Sikatuna with the rank of Datu at simple rites in Malacañang’s Music Room this afternoon.

Czech Republic Deputy Head of Mission and Consul Katerina Vovkova and Philippine Department of Foreign Affairs Assistant Secretary Jaime Yambao witnessed the awarding rites.

Prior to the ceremony, Slavicky had told media representatives that he is supporting the government of President Arroyo and hoping that she would be able to "weather" the current political crisis facing the country.

For her part, Mrs. Arroyo thanked Slavicky for his support and wished him well on whatever endeavor he may undertake upon his return to the Czech Republic.

The conferment of honors on foreign diplomats is embodied in Executive Order No. 236, series of 2003 which establishes the Honor Code of the Philippines.

It states that the Order of Sikatuna shall be conferred on foreign diplomats who complete their tour of duty after at least three years of service in the Philippines.

It also states that the rank of Datu, Silver Distinction, shall normally be conferred in the case of foreign ambassadors.


PRESS RELEASE NO.6: PGMA asks SUC's to continue working with her on 'Education for All' legacy agenda

President Gloria Macapagal Arroyo asked today the State Universities and Colleges (SUC’s) to continue working with her administration in realizing one of the goals of her 10-point pro-poor agenda - - "Education for All."

In her speech during the courtesy call and oath-taking this morning of the new officers of the Philippine Association of State Universities and Colleges (PASUC) at the Rizal Hall in Malacanang, the Chief Executive asked the tertiary educators to craft a curriculum in accordance with what will give jobs to the young Filipinos.

"It is very important that we prepare our young people for gainful employment and that is the important work of our tertiary education, that we produce young people who will be able to find a job," the President told the PASUC officials.

The President said that the SUC’s provide the great Filipino dream of a college education but added that a college diploma does not always translate to landing a job.

Noting that there are many graduates of college courses such as business management who do not find jobs, she encouraged the development of more technology courses to answer the demand of the age of technology, particularly information technology, a multibillion-dollar industry in the world today.

The Chief Executive also encouraged the SUC’s to develop skills for the young.

"You know, it’s as much the use of our brains as the use of our hands that provide jobs and therefore state universities and colleges must have an institutional mechanism to provide for the good use of our hands," she said.

She said that the Ladderized Education System, which is being implemented now, would combine the Filipino dream of a college education and the better potential to land a job.

In the Ladderized Education System, the hours spent by a student in a vocational–technical school will be credited for units leading to a bachelor’s or associate degree.

In a related development, the President also informed the PASUC officers that the Government Service Insurance System (GSIS) will provide P1 billion pesos for the rescue of pre-need education plan victims.

The P1 billion GSIS fund will be turned over to the government as dividends which the government will allocate to the SUC’s to enable them to enroll pre-need victims in their schools.

The President said the GSIS would have wanted to lend the said funds to the pre-need victims for tuition fees, but it is not allowed by law.

"Rather than giving them loans to pay their tuition, which is very difficult for the government, actually difficult even for the financial institutions because it’s not part of their mandate, it’s not part of what is allowed by law," the fund will be allocated to the SUC’s not as tuition fees but as additional assistance to be spread according to how many of these pre-need victims the SUC is absorbing, the Chief Executive said.

The President also thanked the PASUC officers and members for their continuing support and faith in her despite the torrent of black propaganda against her.


PRESS RELEASE NO.7: Adverse polls won't deflect PGMA from task at hand -- Palace

Malacanang said today no amount of adverse polls will deflect President Gloria Macapagal-Arroyo from pursuing her reform agenda.

This was the reaction of Press Secretary and Presidential Spokesman Ignacio R. Bunye to the latest Pulse Asia survey showing the President’s approval rating has dropped to a new low of minus 39 percent.

"The President may not be popular but her strength and determination to achieve her vision for the country is what makes her a world-class leader," Bunye said in a statement.

The survey, conducted July 2-14 on 1,200 respondents, showed the President's approval rating at 19 percent against a disapproval rating of 58 percent for a net rating of negative 39 percent.

Four other top officials – Vice President Noli de Castro, Senate President Franklin Drilon, Speaker Jose de Venecia Jr. and Chief Justice Hilario davide Jr. – also got lower ratings as a result of the political and economic problems besetting the country.

In a radio interview earlier this morning, Bunye said the President would rather have good economic figures than popularity figures. "In the eyes of the President, what is important is that the government is able to uplift the plight of our people by doing something for the economy," he said in the vernacular.

Executive Secretary Eduardo Ermita expressed similar views in a press briefing conducted in Malacanang yesterday afternoon.

Ermita said being in government service is not a popularity contest.

"As President, (Mrs. Arroyo) is bound to make a lot of decisions that may not necessarily be agreeable to a lot of people," he said. "The important thing is the government is being run by the President in a manner she thinks it should be run…, achieve or accomplish a thing that she herself has set to achieve."

PRESS RELEASE NO.9: PGMA encourages SUC's to venture into productive enterprises

President Gloria Macapagal-Arroyo encouraged today the country’s state universities and colleges (SUC’s) to venture into productive enterprises to augment their income.

The SUC’s can use their land grants for productive activities and earn income to finance their educational activities, the President said in her speech this morning during the call and oath-taking of the officers of the Philippine Association of State Universities and Colleges (PASUC) at Malacanang’s Rizal Hall.

"So, please be free to use your assets for productive activities so that you can use the income from your assets to add to the financing of your operational expenses," she added.

For the SUC’s which do not have much land, the President still asked them to venture into productive enterprises in order to finance their expenditures.

"I want to empower the state universities and colleges in these various ways," the President said.

The University of the Philippines in Diliman, Quezon City, the first state university in the country, for instance, owns more than a hundred hectares of land that remain undeveloped.

There are 112 state universities and colleges in the country, which have the missionary role of providing college education to poor Filipinos.

The expenses of the SUC’s are subsidized by the government.
