  NEW BOOK ON ASIAN HIGH TECHNOLOGY AND VENTURE CAPITAL OUT IN THE U.S. BY MAY 200

A new book about Asian high technology and venture capital will be released in the U.S. this May 2005. Entitled Rice Bowl & Chips (ISBN 0-595-34583-2), the book talks about Asian high technology and venture capital, and will be published by iUniverse.

Rice Bowl & Chips compares the research and development, venture capital and company startup abilities of Asian countries like Taiwan (Hsinchu), China (Pudong, Zhongguancun, Shenzhen), India (Bangalore), Singapore and others with the U.S. Silicon Valley region (the area of California that includes San Jose, Santa Clara, and a few towns south of San Francisco). Author Dennis Posadas describes why Silicon Valley in California is an innovative region, and uses it as a model to point out parallels between Asia and the U.S. He gives eight (8) Silicon Valley rules that must be in place in order for innovation to flourish. These rules are:

• There should be a large number of engineers and scientists in that area.
• There should be topflight universities and research institutions that publish their results.
• Stories of successful entrepreneurs should be handed down from generation to generation.
• The culture must encourage innovation and risk taking.
• Geographic proximity is important – those who need to interact regularly must be near each other.
• Those living abroad, specially the brain trust of each country,
should organize themselves and take an active role in recommending policies conducive to innovation.
• The financial and legal framework for innovation should be in place (i.e. equity vs. loans, a good stock market)
• Realize that failure is an important learning opportunity.

Mr. Posadas also discusses U.S. and Asian examples on research and development, venture capital, the stock markets, intellectual property laws, cultural differences and other factors that have a bearing on innovation and entrepreneurship.

Mr. Posadas asserts that Asia can copy the Silicon Valley model, given the experience of Taiwan, Singapore, China and India. However, he argues that it is not enough for Asia to simply copy the Silicon Valley model - because this model is geared towards the needs of the developed countries like the United States. Instead, Mr. Posadas argues that Asian countries should use the Silicon Valley model to develop companies that will help uplift the plight of the millions who live on less than $2/day. He gives examples of technology companies that are helping the poor while at the same time making a profit - such as India's effort to make cheaper cars for the poor, and so on.

Mr. Posadas has worked as a technology business analyst, venture capital scout and chip equipment development engineer in the semiconductor industry. He finished his BS Electrical Engineering degree at the University of the Philippines in Diliman in 1991, and was a Fellow of the Advanced Study Program at the Massachusetts Institute of Technology (MIT) in 1999. He lives in Manila, the Philippines with his wife and two daughters.
